The United States planned to phase out all expendable launch vehicles after the Space Shuttle entered service. However, after the Challenger accident in January 1986 the Delta program was restarted.

The Delta II rocket entered service in 1989. As an expendable launch vehicle (ELV) each rocket can only be used once. Delta II vehicles include the 6000, 7000, and 7000 variants ("Light" and "Heavy"). Among Delta II’s missions have been the launching of GPS Block II satellites, Iridium satellites and several Mars missions for NASA. The latter includes the Mars Exploration Rovers in 2003 and Phoenix lander in 2007. Delta II rockets have made nearly 150 successful launches since 1989 making it the most reliable system in service. Originally built by McDonnell Douglas production for both the Government and commercial entities is now the responsibility of United Launch Alliance (ULA).
